As noted by the different comments posted the regulations can and are different in each province. My comment for the the requirement of a permit was for a homeowner in Saskatchewan on his principal residence only. Which is the only place an owner may do his own electrical work. If he was to hire a licensed electrical contractor, then the rules are different. An electrical permit would not be required for the replacement of light fixtures, receptacles, switches or similiar type devices in a single family detached dwelling. If there was any new or relocated devices/junction boxes or any other type of general electrical installation then a permit would be needed. We do not have a low dollar value installation exemption as BC does.
